Payment - Why does J&P Cycles require International credit card verification?

Due to a serious increase in credit card fraud on international credit cards, we need to ask for a copy of the portion of your statement or a letter from your bank stating:
               1. Your Name
               2. Your Address
               3. Your Credit Card Number(last 4 digits only) 
               4. Bank Logo
